This is a problem in the AAC decoder element that uses the Android
MediaCodec API. It apparently wants some kind of codec configuration
data in the first buffer.

Can you file a bug about this with the relevant part of the log at
https://bugzilla.gnome.org/enter_bug.cgi?product=GStreamer
