gst-rtsp-server configure fails: requested gstreamer-1.0 >= 1.9.0.1

Tim,

thank you very much.  When running from the gst-uninstalled environment, I
was able to successfully run the configure program and make built the
targets.  The link to the gst-uninstalled setup procedure was very helpful. 
It would be nice if the gst-uninstall process could be documented within the
gst-rtsp-server git project and supported more directly.

I greatly appreciate your help, hopefully this thread will assist others.
