libdvbv5 licence changed

Mauro has emailed me saying the licence for libdvbv5 has been formally
changed to LGPL. This would seem to remove the problem with GStreamer
having a dependency on it for DVB related things on Linux.

I now intend to push ahead with creating a dvbsrc plugin version using
libdvbv5, the intention being to remove the (effectively) replicated
code that is currently in the GStreamer dvbsrc plugin.
