extraction of klv metdata

What kind of klv metadata do you need to extract? It depends on that. 

If the KLV data is present in TS stream, I remember recently the support is
added in mpegtsmux element to mux KLV, so tsdemux might have a support for
demuxing KLV

If  the data is inside elementary stream such as H264 SEI, you might need to
change gst-libav code to support that based on how it is structured
