plugin for adding custom SEI to h264 bitstream

Dear All,
I intend to add the frame number as an SEI to the h264 stream. Is there any
plugging for that? In other words, is there any plugin that supports
adding/editing SEI?
If no, can I modify h264parse to add a custom SEI to the bitstream? Or is
there any other plugin that I can modify for this purpose?
