No, the rtp*depay element does not include an rtpjitterbuffer. rtspsrc
includes an rtpjitterbuffer, and so does rtpbin, but the rtp
depayloader just depayloads.

I think you want an rtpjitterbuffer in there, and then find a suitably
low latency setting on it.
