This suggests that your OpenMAX IL implementation does not support
Theora. Not much that can be done about that unless your hardware codec
vendor and the OpenMAX IL implementation they provide add support for
it.

If this is the RPi, it supports (or supported?) Theora at some point
with an experimental firmware only.
