Please help, I need to convert multiple H.264 rtsp live stream to mpegts rtp simultaneously without a big latency

Unfortunately I tried sudo apt-get install libgstreamer1.0
gstreamer1.0-plugins-base

VCCU root @: ~ # sudo apt-get install libgstreamer1.0
gstreamer1.0-plugins-base-plugins-good gstreamer1.0

I am totally blocked by this problem it is so frustrating me i am keeping
trying but no results for the moment
