AW: which element?

I downloaded gstreamer-1.0-x86-1.6.3.msi and installed it. Neither the
directory c:\gstreamer\1.0\x86\bin or
c:\gstreamer\1.0\x86\lib\gstreamer-1.0 has libgstwinks.dll and
gst-inspect-1.0 reports 'no such plugin ksvideosrc'. Did it get missed for
1.6.3?
