smoothing the udp sink packet tramsmission

i will try to move to gstreamer-1.0 
meanwhile can i get the patch for that ?
i downloaded gstreamer1.0-good-plugins1.4.3 , but i could not find any logic
realated to max-bitrate for udpsink ?

i am not great in gstreamer. 
could you please help me to get the patch ?
