where is: gst_video_format_new_caps ?

I cannot find  the:   gst_video_format_new_caps()   routine.

The older .10 documentation says it is in /gst/video/video.h however I
cannot find it in my 1.6.3 source tree. 

Was this function removed from the 1.0 versions going forward or can it be
found elsewhere?
