Hi,
I installed the full installation of 1.8 yesterday on windows x86_64. I can't see anything missing. plugins-bad is installed. The only mpeg2 encoder is the avenc_mpeg2 encoder in plugins-good. Did you choose the default or the complete installation?

If you installed the non-devel msi you should have the plugin libraries. Are all of them missing? Which are?

libgstmpeg2enc is not shipped with our binaries.
