We use bugzilla to submit and review patches --
http://bugzilla.gnome.org/ with GStreamer as the product, and in your
case, gst-plugins-good as the component.

We typically use git-bz (http://git.fishsoup.net/cgit/git-bz) to deal
with filing the bug and attaching patches.
