Versions of gstreamer that works on WinXp

What is the last version of gstreamer that supports Windows XP?
1.2.3 is working on XP


I am installed 1.10, and it's not working
When I try to turn on gst-launch-1.0 it writes " The procedure entry point
rand_s could be loaded in the dynamic library msvcrt.dll"

Somebody can explain up to what version gstreamer is works with Windows XP?
