multifilesink not producing viewable files. Help!?

You should indeed switch to splitmuxsink. In addition, do not forget to add
an h264parse element in your pipeline to make sure SPS/PPS information is
properly inserted once in a while. If you switch to 1.10+, set
config-interval=-1. If you are on a lower version, set config-interval=1.
