New hang on startup for omxh264enc

Hi all,
Having rebuilt the full gstreamer master stack using gcc v6.2.0, I am now finding my gstreamer pipeline refusing to finally enter the PLAYING state as it hangs inside omxh264enc.
Most specifically, inside here:

If I’m reading this correctly, data is being sent to the omxh264enc inside gst_omx_video_enc_handle_frame(), but data isn’t coming out of the graphics card, and so gst_omx_video_enc_loop() is starved and hangs.
The pipeline stalls and nothing is output by the encoder.
This seems to be an improvement on before - the stream hangs on startup, instead of hanging randomly at some point in the stream. Does this make sense to anyone?
