ANNOUNCE: git master is now FROZEN for upcoming 1.10 release

Hi,

just a quick note that git master is now frozen for the upcoming 1.10
release, which will hopefully happen sometime next week.

This means that all commits should go through bugzilla and be reviewed
by other developers and ACK-ed by a release manager.

The current list of blocker bugs can be found here:

although we may decide to punt some of those if no solution is
