You need to install the -devel packages:
$ rpm -qa |grep gstreamer1 |grep devel |grep -v docs
gstreamer1-plugins-bad-free-devel-1.8.3-1.fc24.x86_64
gstreamer1-devel-1.8.3-1.fc24.x86_64
gstreamer1-plugins-base-devel-1.8.3-1.fc24.x86_64
