Preliminary GStreamer 1.12 release notes

Hi,

GStreamer 1.12 is just around the corner.

Current plan is to do one more release candidate (rc2) next week and
then we're hopefully in good shape for the final release in early May.

Preliminary release notes for 1.12 can be found here:

https://gstreamer.freedesktop.org/releases/1.12/

If you haven't done so yet, please give rc1 some testing and report any
regressions in bugzilla.

Developers, please have a look at the release notes and add anything
that's missing or needs to be fleshed out.
