I don't think so, if I am correct,  there is no *.pc file for gstreamer-good
plugins.
Moreover this is a line from in GIT repository:
pkgconfig 	pkgconfig: Do not ever build an installed .pc file 
Also there are no dev packages for gstreamer-good plugins provided on
Raspbian.

Anyway, I believe the problem lies in v4l2src and omxh264dec
