Migration from 1.2.3 to 1.6.1

Sorry. Problem was in another side of pipeline where
filesrc->pcapparse->appsrc. 

I taked libgstpcappsrse.dll from folder of gstreamer 1.2.3 and replaced this
file in folder of gstreamer 1.6.1

And my apps works. Thanks for help.
