You have rtph264depay twice, that can't work (even on 1.2). For the
reference, the mentioned pipeline as refered by this links is:

appsrc ! tee ! queue ! pcapparse ! rtph264depay ! rtph264depay ! avdec_h264 ! aspectratiocrop ! x264enc ! avimux ! filesink
