Hardware decoder availability on exynos CPU

I have submitted the bug at:
https://bugzilla.gnome.org/show_bug.cgi?id=785406
In the next days I will probably have a chance to test on a non-samsung
android 7.0 device, so I will post my findings. If this confirms to be a
bug, I would hope for a quick way to resolve it, because at the moment my
development is blocked by it (unless I change my device, which is
undesirable: I develop for GearVR...).
