Dynamic encoder bitrate

I am new to gstreamer but I have question.  Is it possible to set the encoder
to generate whatever bitrate is needed, in order to maintain the picture at
the decoder?  So that the bitrate would escalate when the picture is
changing rapidly, but then the bitrate would decrease if the picture was
more static?
