why timeoverlay doesn't work

Not sure about dshowvideosink, but clockoverlay and textoverlay uses cairo
to draw test.
Cairo in turn uses pango to lay glyphs on buffers.

Are pango and cairo working on your system?

I'm not sure how to test them on Windows.
