Can not create RTP capabilities

BTW:  I also try "gst_caps_new_full" and
"gst_caps_from_string("application/x-rtp, payload=(int)107,
encoding-name=(string)H264, media=(string)video, clock-rate=(int)90000")" 
method , both failed .
