I was fixed the plugin issue and able to launch but nothing can see on display.

# gst-play-1.0 /root/tears_of_steel_1080p.webm
Press 'k' to see a list of keyboard shortcuts.
Now playing /root/tears_of_steel_1080p.webm
0:00:01.2 / 0:12:14.1

# gst-launch-1.0 playbin  uri=file:///root/tears_of_steel_1080p.webm
Setting pipeline to PAUSED ...
Pipeline is PREROLLING ...
Pipeline is PREROLLED ...
Setting pipeline to PLAYING ...
New clock: GstSystemClock
