how to use vpuenc

check the capabilities of the webcam. From the log i can see the v4l2src is
unable to negotiate the caps. check the capabilities with v4l2-ctl
--list-formats-ext -d /dev/video0 (change the video node to yours) in
ubuntu. Also check the frame-rate and  resolutions supported by webcam for
the format.
