how to use vpuenc

use videoconvert for converting to required resolution before caps filter.
But videoconvert is software intensive, you can use the hardware
scaler/converter of imx6. imxipuvideotransform (this is in gstreamer-1.0,
you have version gstreamer-0.10). update the gstreamer to version 1. (Since
your build is yocto, only few chnages are needed)
