JPEG 2000 Support

Hello Everyone,

After a long break, I'm back working on improving jpeg 2000 support in
gstreamer.
I'm going to focus on getting j2k streams working in the mpegts mux/demux
plugin.

There are a few patches here

but the code is incomplete and not tested. Hope to have something working
by summer.

If anyone is interested in using this functionality, or wants to help out :)
please let me know.
