GPU Hardware Acceleration

I am struggling trying to get nvenc and nvdec plugins working.  Are there any
other options (still maintained) for hardware decoding on Nvidia desktop
GPUs?  If I'm correct, OMX is only useful with SoC GPUs not PCIe cards.  Are
there any plugins for hardware acceleration on the GK107 Kepler chips (these
should do NVENC/NVDEC)?  Ideally I need h264 decoding and MJPEG encoding. 
Could vaapi work for me with an i7, for example?
