No such element or plugin 'webrtcbin'

Have you properly built the webrtc plugin? Can you find the appropriate
shared object file and gst-inspect it? It might be an issue with your
version of libnice that's preventing you from actually building the plugin
when you install, as webrtcbin requires a libnice version greater than 1.14.
