How to increase bit rate as motion detected and normal when not using gstreamer

Please Suggest me how to do this step by step as I am new to gstreamer but
I read all the tutorial docs so I know the basic stuff but I stuck here
because I have no knowledge of motion detection.
How to achieve it by using gstreamer and what are the things that I have to
read.
