tcp source elemement missing

This is the message I am getting when using totem to play a stream from
gstreamer1 tcpserversink

Message: Missing plugin: gstreamer|1.0|totem|TCP protocol
source|urisource-tcp (TCP protocol source)
** Message: Automatic missing codec installation not supported (helper
script missing)

This is the output from gst on the same machine I'm trying to use totem to
play.

gst-inspect-1.0 | grep tcp

What am I missing to have totem/gst play the stream?
