test-launch on windows

When I use this command

C:\gstreamer\1.0\x86_64\bin\test-launch.exe "ksvideosrc ! queue ! tee
name=t ! queue ! autovideosink t. ! decodebin !  videoconvert !  x264enc
pass=qual quantizer=20 tune=zerolatency ! rtph264pay pt=97 name=pay1 "



I do not get the video on screen and I don't get any rtsp output. Am I
missing something?



The resulting RTSP URL it suggests is rtsp://0.0.0.0:8554/test
