Find Plugin at Runtime (gst-inspect-1.0?)

a) Does anyone know how to determine at runtime if a plugin is available
(such as "vaapih264dec")?
b) And if a supporting library is properly installed (such as "vainfo")?
I think this falls into the territory of how to execute gst-inspect-1.0
programmatically.
