Patches for building on Ubuntu 18.04 LTS

Hello,

I'm recently tried to build GStreamer on few recent Linux distributions
(Raspian on ARM and x86, Ubuntu 18.04).

I've found a couple of small issues... To help in polishing the building
experience, I opened bugs and suggested patches:

The first issue is related to CA certificates and wget (already seem in
this list in May).
The second is related to libxml2 build looking for Python 2.7 headers.
