detect multicast video or audio and make SIP call with video

Hi All - say - can gstreamer detect multicast video or audio - and based on
that make a SIP call with the video stream or audio ?
This can be two different process one for video/audio the other for just
audio if that is needed.

Can you point me in the right direction? Thanks so much.
