Gstreamer rtsp appsrc live video stream from buffer

Hi ,

we implemented sucessfully the rtsp server using gstreamer appsrc and we use
the vlc media player as client ,video also playing well on client side.
but the video is not smooth,our framerate was 24fps.

I am always getting 40ms once new frame data updated into buffer, but read
data function where buffer data is pushed into appsrc is called every 8-10ms
and so same frame data is streamed. kindly give the solution how to sync the
both.
