What are the exact settings that one has to have to build gstreamer from source on a windows machine.

I currently have a windows 8.1 profession 64 bit virtual machine.
I would like to build the 32 bit versions of gstreamer for windows.
I have read the instructions on the git hub page but these consistently
fail.
I wonder if there is some step that I have missed.
