How to blacklist plugins by name

I am writing C++ code which consumes the Gstreamer and GES libs (including
the various plugins).  For legal reasons, I want to block Gstreamer from
loading certain plugins by name.

Is there an established method for doing this (preferably through the
C-language API)?
