GStreamer 1.16.0 major new stable release

Thanks for the good news. 

This is perhaps a stupid question. I try install 1.16 on a Ubuntu 18.04 but
it seems like I only get gstreamer 1.14.1 ?. I have tried both to upgrade
and update packages.
What important step do I miss, or is it necessary to build 1.16 ?
