GES: Timeline serialization does not save GESEffect

I am on 1.16.0, Fedora 30.
BTW I have always had problems serializing on Windows (mingw) which has
some kind of malformed XML serialization error. I wonder if it is because
all of my timelines have at least one GESEffect.
