The identity plugin not being called per frame?

It's the only one shipped by NVIDIA on R28.2 of Jetson! I think in the most
recent one there are alternatives now.

The I420 -> H264/264 frame descriptancy really irks me. I have reported it
to NVIDIA. Let's see what they say. I seem to loose a frame every so often
(encoder is set to constant rate).
