Gstreamer rtsp server + sink video in widjet

My project in visual studio 32 bit, so i need Gstreamer Visual Studio x86
libraries - there is only GStreamer 1.15.1, thats why i am using old
version. 

The problem is that i need to stream video from PC webcam and also sink this
video to QT window. I cant find any usefull example of how to do that. The
easiest way - is to use this plugin

but it coasts too much. 
What way this problem could be solved?
