Problem with framerate in C270 Camera and v4l2src

hi,

i use v4l2src to capture from c270 webcam. I see problem in the framerate in
capturing mjpeg stream

gst-launch-1.0 v4l2src ! image/mjpeg ! ximagesink -v

This shows caps of framerate=30, but essentially it is a 15fps video. when i
replace ximagesink with fakesink, i see pts has gap of 66ms. so its 15fps

where could the problem be? i can capture 30fps on windows. is this
gstreamer or linux specific problem?
