including gstreamer dev lib in iMX8 yocto build

I was trying to include the gstreamer development libs in in my iMX8 yocto
image build.
I thought you could just add:
IMAGE_INSTALL_append = " libgstreamer1.0-0"

To the local.conf but it does not work.

Is it possible to include the dev libs?
