can't find exact taps

I have often encountered log warnings from audio-resampler.c and
video-resizer.cs which say "can't find exact taps".

After reading through the code and documentation, I have no idea what
"taps" are.  Can someone explain this?

(I need to know what the warning means ... and if it is serious.)
