Measure element latency

Not fully verified, but recently came across the tool
https://github.com/gdesmott/gst-log-parser/ which seems to generated few
metrics from logs.

May be its not complete but certainly can be extended or updated in near
future

Controlling the log level to TRACER when on request basis as mentioned at
http://gstreamer-devel.966125.n4.nabble.com/Dynamic-Gst-Debug-Level-td4678504.html
might help to generate logs

Not sure if this is an appropriate approach but as I am looking into same
requirement as yours, came across this possible solution
