Which builder is supported well inWindows system for make plugin？

I have build gst-app and gst-plugin with vs2013  in windows 7.But the app and
plugin can not work well,
the app will exit abnormally after running a few seconds；the plugin will
stop if read buffer in the chain function，while do nothing in the chain
function，the plugin can work well。
The same code in ubuntu both app and plugin can work well。
Is the vs2013 builder not supported well？How can I setup the build
environment correctly in Windows 7？  
And ideas？Thanks
